Political Theory of the European Union

POLI71191 Political Theory of the European Union 15 Semester 1 Postgraduate Taught Level 7 Juri Viehoff Unit coordinator 1 FHEQ level (Framework for Higher Education Qualifications) ' Masters/Integrated Masters P4 ' European Credit Transfer & Accumulation System Rating : 7.5 Publics across Europe increasingly not only feel that the EU is distant, condescending, and technocratic but also that it undermines the problem-solving capacities of its member states and increases inequality both within and across them. The EU strikes many, as a result, as both unjust and democratically illegitimate. This raises various questions: What principles of legitimacy should guide our judgment in assessing such commonly avowed views? Should the EU be assessed according to the same standards of legitimacy as the state? And: What principles of socio-economic justice, if any, should apply at the EU level? What would a Europe that promotes rather than undermines social justice look like? How should we conceive of the relation of justice and legitimacy at the EU level? The seminar will provide students with a solid grasp of the normative foundations of some of the most hotly contested questions in current debates on the European Union, and a set of tools for providing their own answers to them. Outline of weekly seminars<table> <tbody> <tr> <td>Week 1: Introduction</td> </tr> <tr> <td>Week 2: Foundations: Justice, Legitimacy and Democracy</td> </tr> <tr> <td>Week 3: Republican Legitimacy and Democracy in the EU</td> </tr> <tr> <td>Week 4: Foundations: Approaches to EU Social Justice</td> </tr> <tr> <td>Week 5: EU Free Trade: A Neoliberal Trojan horse?</td> </tr> <tr> <td>Week 6: Fairness and Economic and Monetary Union</td> </tr> <tr> <td>Week 7: Social Europe: Basic Income or Mutual Insurance?</td> </tr> <tr> <td>Week 8: EU Migration and the Ethics of Free Movement</td> </tr> <tr> <td>Week 9: European Politics, Injustice and Citizen Protest</td> </tr> <tr> <td>Week 10: Conclusion</td> </tr> </tbody></table> The course unit aims to: <ol> <li>Explore the political theory of the European Union by applying standards of normative assessment to the social, political and economic institutions that have formed at a supranational level in Europe</li> <li>Develop students’ research skills.</li> <li>Develop students’ capacities for collaborative work and group learning.</li></ol> <ul> <li>Knowledge and Understanding: Understand the key concepts in political theory (legitimacy, democracy, justice), gain detailed knowledge of the patterns of European integration and their normative significance.</li> <li>Intellectual skills: understand the interplay of political, social, economic, social, and legal factors shaping European integration and evaluate them from the standpoint of normative political theory</li> <li>Practical skills: develop further their research and argumentation skills through writing a ‘response comment’ and a research paper.</li> <li>Transferable skills and personal qualities: design, plan and write a substantial research project in the form of a research essay.</li></ul>  <ul> <li>Following a brief introductory session, the course will be taught on the basis of ten two hour seminars. The course will be taught around key readings.</li> <li>Seminars will require active learning and participation by students both via plenary discussion and small group work.
